bond order means the number of the bonds the element can form.it is based on the valency of the electron.the valency of nitrogen is 5 therefore it requires 3 more electrons to complete it's octet therefore nitrogen forms 3 bonds.where as oxygen requires 2 more electrons to complete it's octet therefore it forms two bonds .thus bond order of nitrogen is 3 and that of oxygen is 2.
