it is caused by nitrate contamination in groundwater which results in decrease of oxygen capacity of haemoglobin this results in the less amount of oxygen in babies and eventually the children die

Well it is mostly caused by a whole j the heart when deoxygenated blood mixes with oxygenated blood . This makes the child bluish in color.
