Static electricity is due to unbalanced quantity of electrons (-) and protons (+) in a material which can be caused by contact charging or friction charging. In both cases, the main principal is the transfer of the charges (+ or -) or charge separation in other words.

Excessive electrons or Deficiency of electron in the outer most shell of an atom is the cause for the charge. In stable state the number of electrons is equal to number of protons in an atom. (Protons and neutrons are confined in the nucleus, they don't move in and out of atom as the electrons do). Protons are positively charged and electrons negative. So when both are equal in number their charges cancel out. But when there is an excess electron(negative charge on atom) and deficiency of electron (positive charge on atom) in the atom charge exists.
