the rubbing of 2 surface causes friction.. it can be maximum when things are like rubber

Friction is caused due to irregularities present in a surface. When two surfaces with such irregularities come in contact with each other, the get interlocked. These remain interlocked, thereby, opposing motion.
Friction is maximum when two surfaces are pressed which more force or when the surface is at it's maximum roughness.
