T bishop is the symbol of true human being, humanism and Christianity he has a true sympathy for the convict after listening his whole story. He always helps others.
Persome was the bishops sister who always says him not to do so.

Persome: Persome is the spinster sister of the bishop. She is a rough woman outwardly. It is seen in her dealings with Marie, the small servant girl. She nags the poor girl continuously. But when it come's to her brother, the Bishop, she is all tenderness. Her love turns to concern when she sees that the Bishop is parting with everything he has in order to help the poor and the needy. When she hears about Mere Gringoire and the help done to her by the Bishop, she is angry with the woman and thinks that it is a conspiracy to rob the bishop of his money. She thinks that her brother is too gullible to believe these people. When the convict asks for food she is not very generous but she obeys her bishop, all the same. While she doesn't hesitate to admonish the bishop for his extravagant generosity, she always obeys and respects him as her bishop. She just cannot understand the kind of generosity and kindness the bishop advocates. but we can never term her as a bad character. We tend to forgive her boisterousness, when we see her unadulterated love towards her brother.
Bishop: The Bishop is the embodiment of love and kindness. He loves his sister dearly but turns a deaf ear to her warnings that one day they will find themselves in abject poverty if he continues to give away everything they have. He is a man who thinks that he has very little to give and the sorrow and poverty in this world are too much for words. Even when he finds out the loss of the candlesticks, which were his mother's last gift, he does not blame the convict. In stead, he scolds himself for loving the candle sticks too much. he gifts them to the convict saying that they will be more useful to him. The human love that emanated from the bishop was enough to reform the rough and brutal character of the convict. Bishop is a Godly person.
Convict: When we first see the convict we think he is a villain and a devilish person. But when we hear about his story we feel sympathetic towards the poor man who became a victim to the unrelenting and blind legal system of the country. We come to realize that he is not a villain by nature but the circumstances have made him a villain. We hate him when he steals the candlesticks from the kind bishop. When he is caught and brought to the bishop, he is defiant. He only had bad dealings from the world so far. But the bishop's kindness was new to him and it brought out the good man in him. At last he tearfully takes leave of the bishop and promises to be a good man thereafter.
