It is to make a good life for its citizens and that means making the state prosperous. It is the opponent of business in that it puts the breaks on exploitation whereas a business has no purpose other than growth, the state has one purpose only which is to regulate that growth so it hurts no one and helps increase the general prosperity.
If the middle class is weak and numbers less than the poor and rich the government is not doing its job.
