These social groups can be based on caste, religion, culture, heritage etc. Their main objective is to work for their community's welfare, progress and education without causing trouble to any other community.

In Belgium, the community government is elected on the basis of the language spoken - Dutch, French and German. They take care of all the needs of the people in their community and takes action on trouble between any two communities.
