An organism belongs to Monera if it is unicellular and if it is a prokaryotic organism ( an organism without well defined nucleus - without nuclear membrane, underdeveloped nucleus).
An organism belongs to Protista if it is unicellular and if it is a eukaryotic organism ( an organism with well defined nucleus - with nuclear membrane, developed nucleus).
