The main criterion used for classifying organisms into kingdom Monera & protista is the type of cell they're made up of.
Monera are prokaryotic , so they do not have well defined nucleus with a nucleus membrane and Protista is eukaryotic and have a well defined nucleus with a nucleus membrane.
