Obsolete ruling structures are having difficulty limiting new forms of freedom and ideological shifts. The acceleration of change is much different today, but if these movements do not mature into new more-effective systems to implement new strategies to address some of the Global Challenges in this chapter (water, organized crime, energy, financial inequities, food), then eventually they could atrophy, lose their democratic gains, and even turn to anarchy in many regions of the world.
