Water has three forms

Liquid water, solid water ice and gas form of water ie steam.

Water has a density of 1 gm/cc or

1000 kg /cubic metre, at a temperature of 4 degrees Celsius

Ice is formed when liquid water is cooled to zero degree celsius and below.

Water has a density of 0.9998 gm/cc at 0 degree celsius. At this temp ice is formed but it has a density of 0.916 gm/cc. Ice has a lower density because of the hexagonal crystals formed by hydrogen bonding as the molecules are closer in solid ice.
