The essential difference between an alderman and councillor is that an alderman is elected by all rate ers of the area and has no sectional interests in any particular part of the district. His representative is broader based than that of a council lor. While a councillor is elected 'by the ratepayers of a particular ward and he is the direct representative of that ward and and is most particularly concerned with the interests of that ward.

there is a difference and not a little one... you can imagine the consigliere as a member of parliament and the assessore as a minister.
