Carbocations are strong Lewis acids. they are Ionic species with positively charged carbon atom,or we can say carbocation is when there is an excess positive charge on a carbon atom.
Carbanions are strong bases (both Lewis and Bronsted). they are Ionic species with negatively charged carbon atom,or we can say carbanion is when there is excess negative charge.
