What is the difference between CBSE papers of Delhi, outside Delhi and all India region?

Explanation:

The CBSE papers are made in Delhi and the it is very systemic. While the papers outside Delhi and all India region are not that competitive because CBSE prepares only one paper for the whole 10th or 12th where the whole world is fighting for the first place but then the papers which are made outside Delhi are not that competitive.
