The challenge of expansion involves the application of the basic principle of democratic government across all regions. It is a horizontal expansion of democracy. It covers challenges like ensuring greater power to local governments, inclusion of women and minority groups.
The challenge of deepening of democracy involves strengthening of the institutions of democracy. For example T.N. Sheshan, the Chief Election Commissioner brought about revolutionary changes in the election process to discipline the political parties and ensure fairer elections.

political powers. Some north-eastern states have to be integrated with the
mainstream India.
Challenge of deepening is the vertical expansion of the
democratic process where institutions are given more powers through local self
