The exclusive economic zone stretches much further into sea than the territorial waters, which end at 12 nmi (22 km) from the coastal baseline (if following the rules set out in the UN Convention on the Law of the Sea). Thus, the exclusive economic zones includes the contiguous zone.

The territorial waters are controlled by the costal state. Ie, the costal state exercises its jurisdiction over the territorial waters. If anyone commits any crime the laws of the coastal state will be applicable. Ships of other countries require permission from the coastal state in order to enter their territorial waters.

The contiguous zone is actually a part of the high sea but the coastal state is given some special powers over that. Those special powers are prerequisites for the smooth exercise of their powers over the territorial waters. For example the coastal state may in order to give permission to a foreign ship to enter their territorial waters has to make sure that the ship conforms to all saftey and security regulations. So they order the ship to stop at the contiguous zone and submit to the inspections in order to obtain permission to enter. The foreign ships has the right of innocent passage through the contiguous zone.

The exclusive economic zone or the E.E.Z. is part of the high sea in which the costal state is given limited powers. As the name suggests the powers are for economic activities. All natural resources from all waters 200 nautical miles from the baseline belongs to the costal state. That includes the water and all things in the water like marine creatures and everything on the sea floor and the soil below the seafloor. Even the right over the sunlight or the wind over the sea is also for the exclusive economic usage of the costal state. Hence only the costal state can erect wind turbines and solar panels over the waters of the E.E.Z. in order to generate power. The power generation through the exploitation of sea waves and sea tides can also be done only by the costal state. All fishing activities, exploitation of other natural resources like minerals, petroleum etc. can only be done by the costal state.
