Afforestation refers to the planting of trees on areas that were not covered with forests.
Reforestation refers to the re-planting of trees on areas that were once covered with forests.
Planting of forests on lands that have previously contained forests but that have been converted to some other use is reforestation. On the other ahnd, the establishment of trees on an area that has lacked forest cover for a very long time or has never been forested is afforestation.
