Relative Refractive Index:

The ratio of speed of light in one medium or vacuum to the speed of light in another medium is known as relative index of refraction. Such as,

relative index (n) = speed of light in one medium / speed of light in another medium

Absolute Refractive index:

The ratio of speed of light in vacuum to the speed of light in that medium is known as absolute refractive index. Such as,

absolute index (n) = speed of light in vacuum / speed of light in medium

It is basically the refractive index of medium in a vacuum.
