where there is silence its not necessary there is peace
peace is a state or tranquility
silence is merely the lack of sound
silence can be forcefully implied but peace has to begin from within

Silence and peace are not the same. Silence is when someone doesn't talk or make noise. However, maybe that person has many things which he would like to talk about but he is simply too shy to do that. In that case he has some inner conflicts and he is not at peace at all. As you see peace is an inner feature in which the person is calm and doesn't have any inner conflicts. But silence is an outer feature in which the person doesn't talk. Although sometimes there would be an overlap silence and peace are very different characteristics.
