What is the difference between the past progressive and the past perfect progressive, since both of them express a duration in the past?

the past perfect is commonly used when the activity was definitely finished then and the past perfect continuous is normally used when the activity was not completed then example-- when I go when I got home I found that neither had finished your homework (that is the job of doing homework was definitely finished at that time)2. when I got home I found that neither had been finishing for homework that is (the job of doing homemade was not completed )
