“Made all the difference” indicates that for the traveler his choice put the onus on him to continue making choices down the road of his life. He could have taken the other path and because of “just as fair” the same life would have been achieved, since all further choices had nothing to do with the initial choice..

One of the roads that the poet came across was a very deserted one. No footstep was found to be tracing the path that morning. It was not safe too for him to go through a road which was been abandoned for years long.

Another road was just as fair, and perhaps it had better claim, people used to go through the path therefore it was safer than the Other one. It was much more grassy than the other one.

But for the poet , both the roads almost seemed to be the same.
