If you are talking about unordered pairs of numbers, then (13, 16) = (16, 13).
If you are talking about ordered pairs of numbers, then (13, 16) ≠≠ (16, 13).
As an example of the usage of the terms, it makes sense to say “the first element of the ordered pair” but it does not make sense to say “the first element of an unordered pair”.
