Voltameter , also called Coulometer, is a scientific instrument used to measure quantity of electricity , or electric charge, through electrolytic action. Charges are measured in Coulombs, hence the name Coulometer. It also measures charge from a constant current over a time.
This instrument was invented and first used by Faraday in 19th century, who called it “Volta- electrometer". Later it was shortened to Voltameter. These instruments are used to measure amount of substance by measuring charges.
Voltmeter, on the other hand, is used to measure potential difference. The first digital voltmeter was invented and produced by Andrew Kay of Non-Linear Systems (and later founder of Kaypro) in 1954.
