The empirical probability of an event is an estimate that how often it will be occured in the data, whereas theoritical probability is an event occurring is expected
Example:
Empirical probability:
A coin is tossed 10 times - heads =7 & tail=3
P (h)=7/10
P (t)=3/10.
Theoritical probability:
A coin is tossed
P (h)=1/2
P (t)=1/2
