A sphincter actively assists flow in one direction (by relaxing) and actively resists flow in the opposite direction (by contracting) while a valve is purely a mechanical arrangement like a door that opens only in one way. The cardiac sphincter shows all characteristics of a sphincter and hence it is called as such.
