True, water boils at 100°C however water evaporates at all temperatures below that and evaporation is increased by wind.
What is evaporation?
Water molecules are in constant movement within a drop of liquid, a small fraction of those molecules at the surface of a drop will be moving fast enough to actually leave the surface of the drop. Most will fall back into the drop but some will leave permanently. If a breeze is blowing past the drop a percentage of those water molecules leaving the drop will be blown away even if they were not moving fast enough to leave the drop on their own.

The boiling point increases with increased pressure up to the critical point, where the gas and liquid properties become identical. The boiling point cannot be increased beyond the critical point. Likewise, the boiling point decreases with decreasing pressure until the triple point is reached.
