Shimla is located at a high elevation from the sea level. There the atmospheric pressure goes on decreasing as we go higher and higher and hence the boiling point of water is low. On the other hand boiling point of water in Delhi is high as compared to Shimla due to low atmospheric pressure.

Boiling point of a liquid increases with increase in pressure. Since a liquid vapourises when molecules moves faster and farther apart but while increasing pressure, you are applying an external force o hold molecules closer to each other.
