The effective concentration of hydroxonium ion also called hydronium ion, H₃O⁺ is 10⁻⁴ M.  

The calculation of the concentration of a given solution be it base or a acid follow the similar principle.  

It is known that pH is given as -log [concentration]

And in the given case, the pH of the hydronium ion is given as 4.0.  

Thus, the concentration of hydronium ion is 10^-pH, that is, 10⁻⁴ that gives 1.0 × 10⁻⁴, which is similar as 10⁻⁴.
