total valence electron of sulphur and Oxygen=6+2(6)=18

bond pair electron=4

lone pair electron=18-4=14

now fill the electrons, filling of electrons are started with the corner atoms.

as the central atom tries to be in maximum co-valency so sulphur is attached with Oxygen with double bond.Maximum co-valency of sulphur are 2,4,6
