equation of a line is mX+c (here c is the intercept of line{the point where line cuts y axis when x is zero } and m is the slope of the line .
Now,
Y=mX+c
Now put the values of X,Y and c
-4=-2m+3
This is a linear equation.
So by solving equation we get
m= 7/2
Now put the value of m in equation Y=mX+c
We will get our answer
Y=7/2(X)+3
