This is a contact force which comes into play when a body slide or tends to slide on another body. This force comes into play when there is relative motion between two bodies. If the bodies are at rest there is no force of friction between them.
This force always acts in the direction opposite to the direction of motion of the object. For example, when you roll a ball on the floor, it comes to rest after travelling a certain distance although you do not apply force to stop it, a cycle stops after sometimes if you stop pedalling, a car comes to rest if its engine is shut down. In these situations a force does not seem to act but still the motion of the body stops. Here frictional force acts in the direction opposite to the direction of the motion.
