Control rods are used to control the temperature in a reactor and hence prevents the reactor from over-heating.
When the control rods are pushed in then, due to conduction phenomena, they carry remove the heat from the core of the reactor and hence not allowing it not to over-heat.
They are also used to control the fission rate.
