The chief minister plays an important role in the formation of the council of minister.on the advice of the chief minister,the governor appoints the other minister of the council of minister and distributes among them the portfolios

The council of ministers are mainly selected by the Chief Minister and appointed by the Governor.

The governor also distributes the power and portfolios to the ministers.

Some of the functions of council of minister are to run different departments, fulfil government projects and coordinating budget of the state.

In the case of central government or parliament, the council of ministers or cabinet ministers are selected by the Prime Minister and appointed by the President.
