By ‘reducing’ consumption, others can make use of the ‘extra’ quantity that is produced.
Example 1 - When less of a staple commodity is consumed, the ‘extra’ quantity that is left behind, may be used by others, without having to tax the land further.
Example 2 – When only less of a staple commodity is consumed, only lesser resources need be put to use, for growing that particular grain. The ‘extra’ land may be used for growing of other necessary crops.
