What is the importance of a legend on a map?

I just want to add to his answer because maps without legends are a pet hate of mine. I see too many of them. Why bother? Nobody can understand what a map without a legend about! But yet so often an absolutely beautiful piece of graphic art gets hailed as being a wonderful map. In the examples I’m talking about the map creator typically creates their thematic map with well coordinated colors, yet there is often no clue as to what the map is about…often not even a caption!
