Newton's second law is not applicable in the case of non-inertial frames, and the third law is violated in relativity.

Newtons second law has its own limitation which is that since the mass will change when the speed will approach to the speed of the light then f=ma wont apply which will be a non-relativistic relationship and that is a strict rule.Hence the statement applies to the constant mass objects of the acceleration.
