con-federalism is a system in which the central government is always quite weak whereas in federalism the central government cam be quite a bit strong.in con federal system the lower levels of government like the state have more power.

for example US have federal system and Switzerland have con federalism.

in con federalism the vast political power lies in the hands of the local and the state government and the central government have very little power
