-very little political power exists outside the central government
for eg -afghanistan.

1)holding together federation
-a nation holds a number of states together in order to form a big federation.
-centre has more powers than the state.
for eg- India and Belgium
2)coming together federation
-some nations comes together in order to form a big federation.
