The Zamindars were made the owners of land was one of the main features of permanent land revenue settlement. The zamindars used to collect the revenue on behalf of the government. The zamindars had to pay a fixed revenue to the government and were free to collect as much as the could from the peasants. So the peasants were left at the mercy of zamindars which was the main drawback of this system.
