There is no 13th Planning commission. SO far we have 12 planning commissions. In 2014 PM Narendra Modi has scrapped the 60+ year old Planning commission. The reason was that PC is not able to think and act in line with the growing needs for modern needs of India. PC is not able to change to the needs of 21st century and to the needs of the states.
A new Institutions which can think and act better , which can use today's youth in a better way will be taking care of planning.
However, Finance ministry is looking after annual budgets and various allocations to states and policies.
