The first set of reasons are known as prudential. Prudential reasons stress that power sharing will bring out better outcomes.

The second set of reasons include moral which emphasis the very act of power sharing as valuable.

The difference arises as both the sets have different aspects of power sharing. Prudential reasons mostly focuses on political stability while Moral reasons consider power sharing as the spirit of democracy. But, both the aspects helps in the formation of a democratic country.
