What is the meaning of this statement? Fertility falls as incomes rise,education spreads,a dna health improves.Thus development is the best contraceptive

according to me, it means that if education level increases or spreads then income also rises due to more job opportunities but fertility fall means that people will not concentrate on making their family large ie they will not have much reproduction of their young ones.... and hence parents will take proper care of their single or double child much better...and hence health rate also increases and development will be the best

The statement fertility falls as income rises education spreads and health improves thurs development is the best contraceptive means that it if education level increases then then the people's income also rises as there was there can be more opportunities of jobs and due to which people will not be able to to concentrate on making their family large that is they will not reproduce young ones and hence the parents can take care of their one or two child much better and hence the health rate also increases which helps in increasing the development of a country also.
