What is the most appropriate relationship between law and liberty

In most of the countries, liberty is granted as a fundamental human right. In india it is protected under Article 21 of the constitution, but that right is enforceable only against the State and not private individuals.

Law protects liberty of a citizen by creating different rights pertaining to liberty of a citizen such as the right to roam around freely, the right to carry on profession or occupation of choice etc.

To protect this right to liberty, the law creates corresponding duties on other individuals and the State. It does that by making punishable any act which transgresses or curtails the liberty of any individual.

However the State can always regulate or restrict the right to liberty on the grounds of national security, public order etc.
