He did run (sort of ) in 1947 (thought the Presidency wasn’t a direct election, but the KMT still had to actually win the seats . ) it was a hasty election boycotted by the Communist, but for 1947 China it’s about as reasonable as you could do. As we would never know what happen if there wasn’t a civil war and there being succeeding elections after, it’s hard to hold him to that .
After the defeat on the Mainland, there was martial law in Taiwan which effectively froze the Presidency (because only the legislator in Taiwan would stand for election, the congressmen of other provinces were in limbo because their constituency was lost.) while that was certainly a play for keeping himself in power, the logic isn’t exactly absurd, why should we run another election for the Congressmen of Henan when.. umm… you don’t have Henan?
