Toothpaste is always basic. The acid that is released in the mouth after eating is neutralized by base present in toothpaste.
Shampoo is slightly acidic and its pH value ranges from 4.8 to 7. Actually the our hair is acidic naturally. So to maintain the acidic nature of the hair, shampoo is also acidic.
