Good leaving groups are weak bases. They're happy and stable on their own. Some examples of weak bases: halide ions (I-, Br-, Cl-) water (OH2), and sulfonates such as p-toluenesulfonate (OTs) and methanesulfonate (OMs). The weaker the base, the better the leaving group.

The order of leaving groups is as follows :
Very weak bases are very good leaving groups .
For example : I- ions .
Then comes the weak bases which are fairly good leaving groups.
The strong bases are poor leaving groups .
Very strong bases are the poorest leaving groups .
Thus it basically depends on the basicity of the given compound.
