What is the order of reactivity of different alkyl halides in nucleophillic substitution reaction

In Sn2 reactions, the leaving group does matter. The reactivity of the alkyl halide is decided by the ease with which the halide leaves the substrate. As per the leaving ability, the order is I>Br>Cl>F. So, the order of Sn2 reaction is I>Br>Cl>F. However, the above solution is given for water as a solvent.
