Loose electrons in the outermost orbit of atoms. The transfer of electrons on rubbing two different things lead to formation of charges on different bodies.

DETAILED:

There are free electrons attached to the surfaces of just about everything. So when you scrape a non-conducting material over the surface of another non-conductor you literally scrape off the electrons from the one. And that adds electrons to the other.  

Those electrons stay there until the scraper touches a conductor. At which time all the electrons that were trapped on the scraper jump off it and onto the conductor, often with a loud snap and an arc that can be seen in the dark.

Electricity generated by friction is called frictional electricity.  When the charges in the body do not move then the frictional electricity is also known as static electricity.
