president is meant mostly for approving a bill passed by lok sabha and the rajya sabha

why ?? cant the prime minister take this task upon him ..by altering a few changes to the prime ministers powers ?
ya u r right he can do so . but if he do this so , the opposition party may blame him for doing a task of dictator and if all the power rest within one hand so the P.M may become corrupt
