Thailand has been widely regarded as one of the economies with the most successful industrialization based upon an export-oriented policy. Although this belief should be questioned, Thailand’s success can be largely explained by highly disciplined macroeconomic management policies, despite the fact that all Thai governments have lacked sound microeconomic policies (Christensen et al., 1992). Industrialization, however, is highly concentrated in and around Bangkok. Industrial decentralization has just started but the extent of rural industry is still very limited, largely because of rural poverty, small market size in the rural area, inadequate and poor infrastructure facilities and negative government policies against rural and small-scale industries.
